  第7章企业和城市的责任

   我们鼓励寻求经济增长的都市圈努力吸引符合其定位的跨国公司,研究了跨国公司的决策流程以帮助城市更加有的放矢地招商引资。接下来要谈的问题是:被招商的跨国公司在城市中应当如何作为?此外,我们还要思考城市和城市区作为经济发展代理的新地位。显然,这种地位和它们的传统地位不同,以前城市只是为市民提供公共服务的管理者。

   我们可以假设两种极端情况。第一种情况,被招商企业是无赖公司,只知道疯狂榨取利润,一旦无利可图转身就走,马上投入下一个提供各种优惠措施的国际城市。第二种情况,被招商企业寻求的是长期发展,计划持续投入开发业务,帮助自身和城市同时实现繁荣。

   大部分被招商的企业都会为城市同时带来正面和负面两种影响。比方说孟买市准备吸引一家钢铁公司投资建厂,好消息是此举会创造很多工作机会,坏消息是钢铁厂会给城市造成污染,在管理松懈的情况下污染会更加严重。另外,修建钢铁厂会给孟买市带来很大的经济收入,但问题是会增加当地谷物的粉尘含量。再比如,孟加拉国首都达卡吸引了很多跨国服装品牌来此做贴牌加工,此举极大地促进了城市的GDP增长,但也因此发生了可怕的工厂火灾事故,导致数百人丧生。[1]
